I found that moving the thing I wanted to trade into my horse's inventory and then getting it back again fixed the problem. They dropped the Aesir armor which can be put in the delve bench to get Frost Giant armor. I ran a level 4 west which had Relic Hunter and Treasure Seeker NPCs. Some of them dropped the Silent Legion armor.
